Since 1976, 21st Century has provided reassessment, assessment management, digital courthouse technology, and public relations services to Pennsylvania counties. We have helped nearly half of Pennsylvania’s 67 counties achieve quality assessments and technology solutions. We are proud of our accomplishments and trust this site will provide the resources you need to learn more about 21st Century and how we can provide assessment and technology solutions for your county.
Through advanced management tools and technology, a fair tax base is within reach for each Pennsylvania county. Fairness in the real estate tax base put simply, means that “each property owner is paying his or her fair share of the tax burden - not more, not less.”
Since 2000, the State Tax Equalization Board (STEB) and other independent quality of assessment studies have revealed two important facts:
1. Each year, the top counties in Pennsylvania for fairness and equity of real property taxation are those reassessed by 21st Century Appraisals, and
2. Each real estate tax base established by 21st Century Appraisals has met or surpassed all Pennsylvania and national professional assessment standards.
No other company can make this claim.
An innovator in assessments technology, 21st Century Appraisals was the first in Pennsylvania to implement market-driven valuation, digital images, notebook computers for field data collection, and the first to put interactive reassessment data on the Web and fully integrate GIS (Geographical Information Systems) into the assessment process.
CourthouseOnline, 21st Century’s public website application, provides access to public records and facilitates informal reviews between the property owner and the assessor. The CourthouseOnline search engine includes more than 50 search criteria and is popular with Realtors®, appraisers and legal professionals as well as homeowners.
And now, 21st Century Appraisals introduces Paragon™, an enterprise suite of Windows®-based software products to address all aspects of real estate assessment, tax management, and county-wide land records. Powered by Govern Software, Paragon™ incorporates the 21st Century Valuation Software Modeling System™, built on Pennsylvania-specific business rules for assessment management and valuation, state reporting, and the “Clean and Green” and “Homestead/Farmstead” programs. GIS integration enhances land records maintenance, spatial analysis, market analysis, and valuation model-building. Paragon™ allows for the integration of any GIS or other legacy application currently in use.
Along with comprehensive appraisal and assessment management tools, Paragon™ offers Pennsylvania-specific software modules for other county offices such as Recorder of Deeds, Tax Administration and Billing, Treasurer, Tax Claim and Tax Collections including centralized courthouse collections, Internet payments, and remote access for local tax collectors.
Paragon™ provides the foundation for the total digital courthouse.
21st Century Appraisals believes that proactive public relations and education is critical to the success of a reassessment. We have a proven track record of strong leadership and experience in helping the public understand the purpose and need for reassessments in examples and language they understand and find important to them. Our objectives are to help the public understand and to re-direct their concerns to 21st Century Appraisals’ communications professionals instead of burdening public officials.
Over the last three decades, 21st Century’s appraisal professionals have helped shape real property tax issues for Pennsylvania. We believe it is our obligation to fully understand the impact of current events on the counties where we provide services. Our leadership and communications team have a thorough understanding of assessment law and are able to correctly educate property owners about reassessment issues.
Our communications team has developed a multi-prong approach to educating real property taxpayers by helping mold their attitudes, opinions, and behaviors relative to the reappraisal process.
Our approach results in trust and acceptance of the process for fair and equitable assessments. |
