21st Century Assessment Management System (AMS)


Since the early 1980’s, 21st Century Appraisals has been providing software customized to Pennsylvania business rules and county needs.  Years of reassessments, suggestions from customers, and practical application have honed this product line into a comprehensive package for managing Assessment and
Tax Claim data, valuation, and reporting.   It is powered by a relational cross-platform database and rapid development environment called filePro Plus and is available for UNIX, Linux, and Windows® servers.  Windows® client PC’s connect to the server and display photographs, scanned images, and GIS maps along with the property data.  An ODBC option provides real-time data exchange with SQL databases.

Modules are available for Tax Administration (including “Homestead/Farmstead Exclusion” and “Clean and Green”), CAMA, Tax Claim, and interfaces to GIS and other departments. 

Paragon™ Enterprise Land Records System

In 2000, 21st Century Appraisals selected Govern Software’s land records development environment as the basis for a new generation of software for our current and future customers.  The Govern suite of products has been widely deployed in other states and countries and provided a Microsoft® -based, robust platform with highly customizable features.  We have used those features to modify and extend the Govern product to meet the needs of Pennsylvania business rules and the valuation methodologies pioneered by 21st Century.  The result is Paragon™, our new flagship product line.

Modules are available for Recorder of Deeds, Tax Administration (including “Homestead/Farmstead Exclusion” and “Clean and Green”), CAMA, Tax Billing, Tax Collection (local, remote, and Internet), Tax Claim, and interfaces to ESRI or MapInfo GIS and other departments.


CourthouseOnline

21st Century Appraisals has always been committed to an open assessment process and believes that an informed taxpayer will be more accepting of a correct market value.  Realtors®, title companies, and other professionals also have a regular need to access official public records. 

www.CourthouseOnline.com provides a means for county government to make assessment data, photos, scanned documents, GIS, and other public data available online without risk to their backend systems or significant investment in hardware, software, or bandwidth.  Registered users of CourthouseOnline can search data by simple name, parcel number, deed reference, etc. or they may perform advanced searches by filtering on over 60 different parcel characteristics.

Options are available for login-free courthouse WAN access, Recorder of Deeds, assessment, image attachments, “MyProperty” interactive response system, GIS, election results, and a free county homepage.

FacetPhone

21st Century operates offices across the Commonwealth, and during reassessments sets up call centers to handle the volume of taxpayer questions and appointment scheduling for informal reviews.  We are now using and offering our customers the facetPhone product, an IP-PBX phone system that is software-based running on industry standard Linux servers.  We can customize the interface, features, and integration with other software products including our CAMA.  Physical phones can be Ethernet-connected IP phones or two-wire analog phones without losing the advanced features such as voice mail management, unified messaging, presence management, computer telephony integration (i.e., Outlook), and advanced IVR and call center capabilities.  The system can be connected to existing PRI or POTS lines and can also route calls between branch offices over a county’s Wide-Area-Network.
